Deven McGraw
Deven McGraw is Chief Regulatory and Privacy Officer for Citizen Health, a platform for patients to gather, manage, and share their complete health histories (previously known as Ciitizen and divested from Invitae in late 2023).
From 2015-2017, she directed U.S. health privacy and security policy as Deputy Director, Health Information Privacy at the HHS Office for Civil Rights and Chief Privacy Officer (Acting) of the Office of the National Coordinator for Health IT. Widely recognized for her health privacy expertise, she directed the Health Privacy Project at the Center for Democracy & Technology for six years, testifying before Congress on health privacy issues on multiple occasions.
She currently serves on the TEFCA Governing Council and Participant/Subparticipant Caucus, and the CareQuality Steering Committee. She was also appointed by GAO to the federal Health Information Technology Advisory Committee and serves on the Steering Committee for the National Academy of Medicine’s AI Code of Conduct. She also is on the board of Manifest MedEx, the largest health information exchange in California.
She previously was the Chief Operating Officer of the National Partnership for Women and Families and advised health industry clients on HIPAA and data governance while a partner at Manatt, Phelps & Phillips, LLP.
Deven graduated magna cum laude from Georgetown University Law Center and has a Master of Public Health from Johns Hopkins University.
